MO Messages

MO Messages make use of some SMPP 3.4 TLVs. The receipted_message_id TLV will be populated with the unique message ID. Additionally, where the message forms part of a concatenated message set, the SAR TLVs will be populate with the fields from the UDH. i.e. SAR_MSG_REF_NUM, SAR_TOTAL_SEGMENTS and SAR_SEGMENT_SEQNUM
